The sponsor's argument
Putnam County is struggling to fill the position of the commissioner of health and even when expanding the criteria to make the official posi- tion public health director, they cannot find a qualified resident of Putnam county to fill the position. Therefore, the county has requested this legislation in order to hire someone to fill the position.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
