The sponsor's argument

Why April Baskin says this is needed

This bill has been introduced at the request of the Rescue Volunteer and Exempt Firemen's Benevolent Association Inc. In enhancing the goals of the Association, it is necessary to amend chapter 296 of the laws of 1992 to include language that specifies how aid and assistance can be used by volunteer members of the association and to reflect the broader purposes of health, safety, welfare, and morale support for its members and their families

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
