Purpose, from the sponsor's memo
This bill would further restrict cannabis retail storefronts locating within 500 feet of school or 200feet of a religious institution to include mixed use buildings. The bill also clarifies that, for purposes of the proximity requirement, all entrances and exits are included for those schools or houses of worship located in a mixed use building.

The sponsor's argument
Why the sponsor says this is needed
Mixed use buildings are properties which are used for commercial, resi- dential, or community facility purposes and may contain apartments, businesses or in some cases, schools, or houses of worship. Such mixed use buildings are often within proximity of cannabis retail establish- ments. This bill clarifies that school and houses of worship must include the mixed use buildings that they might operate within, specify- ing that cannabis retail licensees may not operate within five hundred feet of school grounds or two hundred feet of a place of worship, including all entrances and exits of the broader mixed use buildings that they are located within.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
