The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

Veterans have served our country and their compensation for service is minimal. This bill would offset the financial obligations of sportsman- ship and provide a benefit for their service to our country.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
