The sponsor's argument

Why Samra Brouk says this is needed

This bill will allow Angelina's restaurant in Rochester, NY to be issued a liquor license despite their proximity to the Bible Baptist Temple. Angelina's restaurant has been a stable establishment in the neighbor- hood that provides an excellent service to the surrounding community. Allowing them to attain a liquor license would support the continued success of the restaurant as well as contribute to the growth of the community. The leadership of Bible Baptist Temple has issued a letter stating their full support for the issuing of a liquor license. .

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
