The sponsor's argument

Why Dan Stec says this is needed

This legislation was requested by the Clinton County Legislature. In its resolution, the legislature states that the additional revenue would be vital to boost tourism and tourism promotion.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
