The sponsor's argument

Why Samra Brouk says this is needed

This bill will allow Karol Hughes, currently a part-time police officer for the Village of East Rochester, to be appointed in the competitive class of civil service as a full-time police officer in the village, notwithstanding the 35-year-old limitation set forth in section 58 of the Civil Service Law. PRIOR HISTORY: New bill.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
