The sponsor's argument

Why Jessica Ramos says this is needed

Pursuant to approval memo 5 of 2024, the Executive expressed support for the goal of the legislation, but noted that a technical change was required to allow New York City to continue to develop and maintain a separate certified payroll electronic database for public work projects performed by or on behalf of the City that complies with the require- ments set forth in this bill, as determined by the City Comptroller. This legislation is a negotiated change to the underlying chapter that addresses those concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
