The sponsor's argument

Why Jessica Ramos says this is needed

Pursuant to approval memo 6 of 2024, the Executive expressed support for the goal of the legislation, but noted that changes were required to clarify covered employers' responsibilities for the protections described. This legislation is a negotiated change to the underlying chapter that addresses those concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
