The sponsor's argument

Why Mark Walczyk says this is needed

This bill is being introduced at the request of Oswego County. Since Oswego County began collecting the additional sales tax, they have been able to lower their property tax rate significantly. Oswego County has responsibly insured that the funds were used wisely and to help control costs for the benefit of all county residents. They will continue to do so with this extension of the sales and compensating use tax.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
