The sponsor's argument

Why Joseph A. Griffo says this is needed

New York is one of only two states that do not openly allow these hold open clips/latches at self-service gasoline stations. With harsh Upstate New York winters, this is a simple, convenient service that will make things easier for New Yorkers and repeal an outdated regulation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
