The sponsor's argument

Why Jeremy Cooney says this is needed

Homeowners should be free to make decisions about their lawn care and landscaping, in line with their desire to protect the environment. This bill, by prohibiting HOAs from requiring homeowners to use pesticides or sprinkler systems, would put more control back in the hands of homeown- ers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
