The sponsor's argument

Why the sponsor says this is needed

This legislation is a negotiated change to the underlying chapter. According to Approval Memo 9., these changes were made to ensure that the new term "pistol converter" is included in the existing definition of "rapid-fire modification device," to clarify that "pistol converters" are a subset of rapid-fire modification devices.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
