The sponsor's argument

Why Pete Harckham says this is needed

This bill seeks to improve traffic safety and reduce red-light violations in the City of Peekskill by authorizing the use of photo enforcement technology. By allowing a targeted demonstration program at up to nine intersections, the city can deter dangerous driving behavior, prevent accidents and enhance pedestrian and cyclist safety. Also, by limiting the use of recorded images it allows individual privacy to be protected as well as requiring transparency and local control through municipal procurement rules, which allows the bill to balance enforce- ment needs with civil liberties.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
