The sponsor's argument

Why the sponsor says this is needed

Pursuant to Approval Memo 17 of 2024, the Executive and Legislature have reached agreement on technical amendments to the ballot drop box provisions necessary to align with recent changes to early mail voting. These changes ensure equitable access by permitting both absentee and early mail ballots to be deposited in secure drop boxes managed by coun- ty boards of elections.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
