The sponsor's argument

Why William Weber says this is needed

The parcel of land being alienated was previously home to a restaurant, but after operations ceased, the land was designated parkland during the construction of the Mario M. Cuomo Bridge. This bill would allow the Village of Nyack to return the land to its previous purpose of hosting a waterfront restaurant.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
