The sponsor's argument

Why Robert Ortt says this is needed

This legislation which is at the request of the municipality would establish a local bed tax of 2%, with this additional revenue assisting the Orleans County Economic Development Corporation with infrastructure projects and land development in the Village of Medina, which will increase economic development and attract new businesses for a growing tax base within the Village.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
