The sponsor's argument

Why Jessica Ramos says this is needed

Pursuant to approval memo 21 of 2024, the Executive expressed support for the goal of the legislation, but noted that changes were required to specify the categories of mental injury eligible for compensation. This legislation is a negotiated change to the underlying chapter that addresses those concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
