The sponsor's argument

Why Mario Mattera says this is needed

The purpose of this legislation is to assist in the retention of volun- teer firefighters in the Nesconset community. Furthermore, it will provide relief and assistance to volunteer members and their families who are disabled, indigent or injured in the performance of their duties. Since the Nesconset Volunteer Exempt Firemen's Benevolent Association receives Foreign Fire Insurance Premium Tax monies from the New York State Insurance Department and/or the Department of Financial Services, the bill would allow them to use the funds in furtherance of all of the statutory purposes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
