The sponsor's argument

Why Christopher Ryan says this is needed

The Milan Cortina Winter Olympic Games sliding sports competitions will take place in Lake Placid for the 2026 event. Sporting organizations such as the Milan Cortina Winter Olympic Games often provide their athletes and related staff with their own medical providers to monitor the health of their athletes before, during, and after the event. Because these medical professionals may come from the same countries or states that the players come from, these professionals are often licensed by other states, countries, or territories. Despite the state of New York having its own licensure standards and requirements, the state typically grants these medical professionals temporary authori- zation to practice in New York within their scope of practice to provide support medical services necessary for the safe functioning of the event.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
