The sponsor's argument

Why Pete Harckham says this is needed

Pursuant to approval memo 31 of 2024, the Executive stated that changes were necessary to address security and feasibility challenges. This legislation is a negotiated change to the underlying chapter that addresses those concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
