The sponsor's argument

Why Leroy Comrie says this is needed

The 'Cash Assessment Receipts Tax,' set at 6.8%, is a tax on gross receipts received from all patient care services and other operating income (except personal needs allowances and refunds) on a cash basis. Facilities dedicated solely to the care of police, firefighters, volun- teer firefighters, and emergency service personnel are already exempted from this requirement, as an acknowledgement of the essential services that these facilities provide to retired public servants. In recognition of the invaluable service given to the nation, this exemption should be extended to New York's veterans homes, as well.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
