The sponsor's argument

Why Patricia Fahy says this is needed

The Clean Water Infrastructure Act of 2017 established the Septic System Replacement Fund. Property owners around Duane Lake, in the Town of For years, Duanesburg has sought to have the Department of Environmental Conservation include Duane Lake in this important program for maintain- ing water quality. The Duane Lake Association and Schenectady County support their inclusion in this program. This bill would require that the Department of Environmental Conservation include Duane Lake, a rela- tively small body of water with about seventy-five surrounding parcels of property, in this program going forward.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
