The sponsor's argument

Why Shelley Mayer says this is needed

The city of White Plains wants the ability to lease space on the fences of Gedney Field at a nominal sum to a not-for-profit, for the purpose of advertising in order to increase the revenue of the town's parks and recreation department to improve and better maintain said field. Addi- tionally, this would allow the White Plains Little League or other not- for-profit leasing the fence, to invest the proceeds of advertising sales into care of the field and may reduce the tax burden on residents of White Plains.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
