The sponsor's argument

Why Robert Ortt says this is needed

Volunteer firefighters perform dangerous duties each and every day in our communities. They offer reliable protection to our health, well being and property. They receive no compensation for their efforts except our heartfelt thanks and a small "pension like" benefit after years of service. These changes were requested by the Brockport Exempt Volunteer Firemen's (Firefighter) Benevolent Association to update their charter after changing from a fire department to a fire district in 2012.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
