The sponsor's argument

Why Cordell Cleare says this is needed

Pursuant to approval memo 35 of 2024, the Executive stated that changes were necessary to ensure that breast cancer screening and diagnostic testing offerings were responsive to physician recommendations and in accordance with national recognized clinical practice guidelines. This legislation is a negotiated change to the underlying chapter that addresses those concerns.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
