The sponsor's argument

Why Pamela Helming says this is needed

This bill will allow Dirty Jack's, located in Phelps, NY, to be issued a liquor license despite their proximity to Saint Francis Church. Dirty Jack's has been a stable establishment that provides excellent service to the surrounding community. Allowing them to attain a liquor license would support the continued success of the restaurant as well as contribute to the growth of the community.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
