The sponsor's argument

Why Toby Ann Stavisky says this is needed

This bill would ensure that students with disabilities have full access to instructional materials in suitable formats for use in colleges in New York State by extending current law provisions for an additional three years.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
