The sponsor's argument

Why Robert Ortt says this is needed

This legislation was introduced at the request of the village of Holley. The village deems it important that its dog control officer have peace officer status. The abilities that accompany peace officer status iden- tified in Criminal Procedure Law § 2.20, will better help dog control officers to recognize and investigate circumstances of abuse and cruelty towards animals.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
