The sponsor's argument

Why Liz Krueger says this is needed

This legislation is a negotiated change to the underlying chapter to provide several additional exceptions to the unencapsulated foam cooler ban for certain biological products and tissues, and for food-related samples, cultures, and reagents.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
