The sponsor's argument

Why Patricia Fahy says this is needed

This bill addresses a section of the laws of 1953 designating the use case of parklands within Lincoln Park. The relevant section of Lincoln Park's boundaries is outlined as bounded on the east by South Swan Street/Dr. Martin Luther King Jr Blvd, on the west by Delaware Avenue, on the south by Morton Avenue, and on the north by Park Avenue in the City of Albany. The bill will enable a vacant building previously used for public educational purposes to be utilized for any educational purposes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
