The sponsor's argument
Current law states a municipality's sewer rents, charges, penalties and interest cannot be used for any purpose other than sewer related purposes. This is in stark contrast to water utility funding which may be credited to a municipality's infrastructure funding. In Onondaga County, the County is consolidating all local municipal sewer systems under the County. Due to the County taking over the main- tenance and operation of the Baldwinsville sewers, the village of Bald- winsville will no longer have need of a dedicated sewer fund. Ultimately, this will prevent stranded assets in the Village's sewer fund. Under this legislation, the Village of Baldwinsville will be authorized to transfer sewer funds to other village infrastructure projects over a period of a year, after which this law will be repealed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
