The sponsor's argument

Why Lea Webb says this is needed

Scott Pavlick is a firefighter employed by the City of Binghamton. For reasons not due to a result of his own negligence, he was mistakenly placed into the twenty-five-year retirement plan instead of the one-six- tieths after twenty-five years of qualified service plan. This legis- lation would offer Scott Pavlick the one-sixtieths after twenty-five years of qualified service retirement plan as outlined in subdivision f of section 384 of the retirement and social security law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
