The sponsor's argument

Why Lea Webb says this is needed

David Edwards is a firefighter employed by the City of Binghamton. For reason not due to a result of his own negligence, he did not make a timely application to participate in the one-sixtieths after twenty-five years of qualified service retirement plan as outlined in subdivision f of section 384 of the retirement and social security law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
