The sponsor's argument

Why Jeremy Cooney says this is needed

This proposed legislation aims to address the limitations of the current vehicle and traffic law whereby if a severely disabled person was under the age of 16 years, they could not register a vehicle and obtain disa- bility plates. This legislation allows family members and/or caregivers to obtain registrations and disability license plates if they transport severely disabled residents of New York State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
