The sponsor's argument

Why Jamaal Bailey says this is needed

Residents of Co-op City in the Bronx report receiving summonses for allegedly blocking bus stops in the area. The violations are usually captured by cameras on public transit buses. Due to Co-op City's unique street layout, in which a peripheral boulevard circles the main site and four roads loop toward the interior, it is difficult for residents to avoid briefly stopping their vehicles in these no-standing zones, such as when parents pick up or drop off their children at school.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
