The sponsor's argument

Why Michelle Hinchey says this is needed

Now that New York State has legalized the adult use of cannabis, the interest from farmers in growing this crop has increased. Clarifying that cannabis qualifies for the program will help to avoid any confusion for local assessors. This legislation is a negotiated change to the underlying chapter.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
