The sponsor's argument
In 2023, the previous Commissioner of Finance retired, the recruitment process to find a qualified Putnam County resident was unsuccessful, as such the position was filed by the Deputy Commissioner, however the deputy is not a Putnam County resident and therefore, not eligible to hold the position.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
