The sponsor's argument

Why Pete Harckham says this is needed

The current Putnam County attorney is past the retirement age, and depu- ty county attorneys do not have to reside within the county. The resi- dency requirement eliminates well qualified and experienced people from holding the position once the current attorney steps down. In an effort to be proactive, the county has requested this legislation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
