The sponsor's argument

Why James Skoufis says this is needed

This section of Route 284 in Unionville was once part of the original Appalachian Trail. In recognition of New York State's significant role in founding our nation and its rich historical heritage, it would be appropriate to dedicate a portion of Route 284 to the Appalachian Trail.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
