The sponsor's argument

Why Lea Webb says this is needed

Mr. Jolly was not registered into the 20-year retirement plan for the Deputy Sheriff Article 14-B, Plan 553 within the 1 year enrollment peri- od from when he was hired by the Tompkins County Sheriff's Dept. The 1-year enrollment has since lapsed. Tompkins County has requested authorization to provide for his coverage under the 20-year retirement plan.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
