The sponsor's argument

Why Pete Harckham says this is needed

Current law establishes that when selecting a candidate for assistant village engineer in the Village of Croton-on-Hudson they need to be a resident of Westchester. County. This legislation will remove that requirement and expand the application pool to additional applicants regardless of where they reside specifically for neighboring counties and Dutchess County.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
