The sponsor's argument

Why Anthony H. Palumbo says this is needed

Giuseppe was employed in October 2004 by the Wading River Fire District. For reasons not ascribable to this own negligence (it was not offered to him), he did not file a membership application in the retirement system until December 15, 2014, which gave him Tier IV status instead of Tier II where he would have been able to file an application at the time of employment. Mr. Rosini shall, within 6 months of the effective date of this, file with the state comptroller a written request to grant him Tier II status.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
