The sponsor's argument

Why Siela Bynoe says this is needed

While the authority of DEC to manage American Eel is traditionally extended for three years, this bill would only extend such authority for one year, given the recent classification of the American Eel as a species of concern by the DEC. Shortening such authorization will allow the Legislature to evaluate DEC's current regulatory program for the American Eel and work with the Department on changes in management prac- tices to bolster the species' population and develop strategies to help prevent it from becoming threatened or endangered in the future.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
