The sponsor's argument

Why Mark Walczyk says this is needed

This bill was introduced at the request of Oswego County, to allow for the collection on all hotel room and short-term rentals. The county plans to use the additional tax revenue to promote tourism within the county.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
