The sponsor's argument

Why Anthony H. Palumbo says this is needed

The State University of New York at Stony Brook has expressed a mutual willingness to contract with the Setauket and Stony Brook fire districts for the provision of equipment and services. Under current law, it is difficult for the two parties to contract with one a nother. This bill seeks to make the process less complicated and encourage future cooper- ation between the respective parties.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
