The sponsor's argument

Why Jeremy Cooney says this is needed

Mortgage in default registries can be a useful tool for municipalities to know which properties may be at risk of foreclosure. This bill is needed to ensure these registries can be sustained with and ensure mort- gagors are adequately protected from being assessed fees for such regis- tries.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
