The sponsor's argument

Why Rachel May says this is needed

The insufficient supply of native plant seeds presents a formidable obstacle to crucial ecological restoration and revegetation projects. Native plants play a pivotal role in maintaining biodiversity, partic- ularly in areas affected by extreme events, invasive plants, and other hazards. The current inadequacy of native seed supply leads to the substitution of nonnative varieties or seeds sourced from different regions, compromising restoration efforts. This legislation is a negotiated change to the underlying chapter.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
