The sponsor's argument

Why Patricia Canzoneri-Fitzpatrick says this is needed

This legislation was requested by the Island Park Public Library, in Nassau County, so that the library can be deemed eligible to partner with DASNY for financing and/or construction services. Such eligibility will help enable the library to address critical needs, like HVAC, roof work, and other infrastructure necessities, while saving taxpayers money.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
