The sponsor's argument

Why the sponsor says this is needed

The majority of businesses in New York State are small businesses, many of which reflect and enhance the rich history and traditions of their local communities. New York's registry of historic businesses celebrates unique and iconic business that have operated in New York communities for 50 years or longer (with no more than a two-year break) and provides a ready-resource of historic tourist attractions. This bill capitalizes on the durability, success, and ingenuity of New York's historic small businesses by celebrating them through the state's long-standing "I Love NY" campaign. By directing ESD to include Historic Small Business promotion in its marketing guidance and grant eligibility, the state will help ensure the survival of these long-standing businesses in the future.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
